City Council Vacancy

City Councilman Jefferson Moss has resigned and will be ending his Council term effective June 23, 2009. The City will be filling the remainder of Councilman Moss' term by appointment of the City Council. In order to be considered for this appointment, qualified applicants must submit a letter of interest by Thursday, June 18, 2009 to Lori Yates, City Recorder. Submissions will be accepted by fax at (801) 766-9794 or email at lyates@saratoga-springs.net or in person or by mail at the City offices at 1307 North Commerce Drive, Suite 200, Saratoga Springs, Utah 84045. Qualified applicants must be a US Citizen, at least 18 years of age, be a registered voter, be current residents of the City of Saratoga Springs and must have resided in the City for at least twelve consecutive months immediately prior to serving on the City Council. The Council intends to conduct interviews of candidates and fill the vacancy at a special meeting at the City Offices on June 30, 2009 at 6:30 p.m.


Bookmobile Changes, Updates, & Events

The bookmobile has moved its stop to WEDNESDAYS from 2:30 - 4:30 pm at the Harvest Hills Chapel next to Harvest Hills Elementary. Summer stop dates: June 10 & 24. July 8 & 22. August 5 & 19.

We have a fun summer reading program on the bookmobile for kids 0-17. Participants can trade their reading minutes for fabulous prizes. Information is available online at www.utahcountybookmobile.org or by calling our office at 801-489-4833.

Ronald McDonald is planning a visit to Saratoga with the bookmobile on June 24th for a kids party. Please call our office or go to the website for more details.

Citizens Academy
September 3, 2009 at 6:30 pm
Class will be held each Thursday for ten weeks
The Saratoga Springs Police Dept. has established a Citizen’s Academy in order to promote a better understanding and working knowledge of the Police Department. Our goal is to provide an educational environment for one to learn of the basic duties of the Law Enforcement Officer. In addition, this course will provide a means to dispel myths, perceived suspicions, and misconceptions regarding the practices of Law Enforcement. The Citizen’s Academy presents an opportunity to promote civic awareness.
The Academy will provide an opportunity for classroom presentations, and “hands-on” experience for the student. This program will provide valuable insight into the day-to-day operations of a Police agency.
Course Objective
This program is designed to build a bond of mutual trust and respect between the Saratoga Springs Police Department and the Community it serves. In addition, the Academy highlights the importance of citizen involvement in public safety.
Promoting Community Involvement
Trained and experienced police officers provide class lectures, discussion, and demonstrations, which allow for student participation.
Each week, different aspects of Law Enforcement will be covered. This allows all participants to acquire a working knowledge of the daily activities that the Saratoga Springs police officers perform.

Patrol, Criminal Investigations, Court Systems, Use of Force, Crime Prevention, Juvenile Law, DUI, Special Operations/SWAT, Community Services,
Domestic Violence, Accident Investigation/Traffic Control, School Resource Officer/N.O.V.A., Communications, Courts
Class Schedule and Academy Eligibility
Classes are held twice annually, and meet every Thursday from 6:30pm-9:30pm. The duration of the Academy is approximately eight (8) weeks in length. The classes are limited in size. Citizens that successfully complete the Academy receive a Certificate of Completion, and are invited to join us for an awards banquet.
Following completion of the Academy, graduates are eligible to apply for a position with the Saratoga Springs Police Department “CAPS” (Citizens Assisting Police) Volunteer Program. The Academy will serve as its prerequisite.

ELIGIBILITY
Class members must be 21 years of age, with good standing in the community. Applicants must pass a background check, and must reside and/or work in the City of Saratoga Springs.

Redwood Road Update: 5/26/09

The following traffic shifts went into effect today at the intersection of SR-68 and Bangerter Highway in order to improve safety and improve traffic flow during construction. One of the left turn lanes on Bangerter for westbound traffic to southbound SR-68 has been closed. One of the SR-68 southbound lanes north of Bangerter Highway is now closed, moving the merge out of the construction zone. A southbound SR-68 to westbound Bangerter right turn pocket remains open, as does the left-hand turn from SR-68 to eastbound Bangerter. All of these changes are being implemented to prevent the blocking of the intersection and to keep traffic flowing safely and efficiently in the area. This new traffic configuration will remain in place for several months while work on the north end of the project is completed. Please use caution when approaching this intersection as traffic will now be queuing on Bangerter rather than in the intersection itself.

General Impacts – Corridor-wide impacts from activities occurring along the entire stretch
Residents and businesses should expect brief, intermittent access interruptions as utility and pipe work ramps up along the project. Prior notice will be given of longer-term impacts. Please note, with construction activities ramping up on the north end of the project delays are likely. See above for details on the new traffic pattern at Bangerter Highway and SR-68. Paving is scheduled in all segments several days next week. Paving operations are weather dependent.
This project is going to reuse much of the asphalt from the old road and incorporate it into the new roadway. This will be achieved using an innovative process called Full Depth Reclamation (FDR). This process is underway this week in several segments.

Segment 4 - Beginning just south of the intersection at Bangerter Highway and ending at the south end of Bluffdale proper.
This Sunday, May 31, crews will be begin paving in the intersection of 14400 S. The intersection will be controlled by flaggers during this work. Coinciding work on another project will already have restricted westbound traffic from I-15 to 14400 S. in Bluffdale during this time. Utility and earthwork will continue this week at Rose Creek. Work on several utilities is ongoing in this segment. Residents will experience brief access interruptions. Some work will be focused in the area of 14400 S. and 1700 W. Crews are placing curb, gutter and sidewalk throughout this segment.

Segment 3 - Beginning south of Bluffdale and ending just south of Camp Williams.
Traffic is now flowing over the new undercrossing at Camp Williams. Paving is scheduled in this segment several days next week. Paving operations are weather dependent. Excavation and grading crews will be working to widen the roadway in the area of Camp Williams this week.

Segment 2 – Beginning south of Camp Williams and ending just south of the intersection at SR-73 in Saratoga Springs.
Crews are placing curb, gutter and sidewalk on the northeast corner of the Crossroads this week. Excavation and utility work is ongoing in the intersection of SR-73/SR-68. One through lane and one left turn lane will be maintained in all directions during construction. Please plan for significant delays in the area for the next several months. We understand that these delays are inconvenient; please bear with the project while these intersection improvements are made. Note that the sidewalk on the southeast corner of the Crossroads intersection remains closed to ensure pedestrian safety. Please plan an alternate walking route.
Work for the new signal at Harvest Hills continues this week outside of the roadway. On Thursday, May 28, and Friday, May 29, the mast arms will be installed. Brief traffic stops will occur while the mast arms are placed over the travel lanes. Be aware that another project to improve SR-73 from Redwood Road to 800 West in Saratoga Springs is now underway. Preparation work for the soundwall at Dalmore Meadows will continue this week. Residents may experience some additional noise and vibration while this work is completed. Pipe work in this segment is ongoing. The majority of the pipe crossings are now complete so one-way flagging operations will only occur infrequently in the future. Work on the Pioneer Crossing project continues in the vicinity of 400 N. in Saratoga Springs. With the addition of another project in the area traffic has increased. This project also has separate flagging operations, and motorists should expect delays as a result. Redwood Road Update: 5/21/09

In observance of the Memorial Day holiday, no work will take place Saturday, May 2, through Monday, May 25. Please note that this Friday will be a full day of work on the project, so please plan your holiday travel accordingly and leave as early as possible or take alternate routes.
Have a safe and happy holiday weekend!

Work is beginning on the new signal at Harvest Hills. On Friday this week the poles will be stood up. This work should not impact traffic. When work resumes on Tuesday after the holiday, crews will place the mast arms. This will require brief traffic stops during off-peak traffic while the mast arms are hung over the travel lanes. Flaggers will be present to assist with the traffic flow.

EPA Clean-up of the Cook Slurry Site

At its regular City Council meeting on May 12, 2009, the City Council received a presentation from the United States Environmental Protection Agency about a planned clean-up of chemicals and equipment that are incidental to the manufacturing of explosives on property located in the Lake Mountain foothills west of the City limits of Saratoga Springs. The property is owned by the State Institutional Trust Lands Administration (SITLA) and has been leased to Cook Associates Inc., since approximately 1978. Cook no longer occupies or has access to the site and the materials that are found on the property appear to have been undisturbed since 1997.
Federal EPA officials indicate that the site is located approximately 1.5 miles west of Redwood Road (State Road 68) in the area of 2500 South (Saratoga Springs address).
The EPA has taken custody of the site. Clean up activities may include, but are not limited to, on-site incineration, off-site detonation at a secure location and re-packaging and removal of materials from the area. Federal officials are still in the process of determining the best course of action and have committed to keeping the City and the public informed of their progress and plans.
The EPA will also initiate a public participation process by making contact with homeowners who live in the area. This is an effort to notify the public of the clean-up activities and address any concerns or questions that the public may have.
Federal EPA officials will be on the site of Cook Slurry to begin the clean-up of the site beginning May 18, 2009. Initial activities during this first week of work will be to identify and segregate various wastes, repackage leaking containers, and begin to identify treatment and/or disposal options. Because they will be opening containers, personnel will wear personal protective equipment as a precaution.

Redwood Road Update: 5/14/09

This Sunday, May 17, between 7 a.m. and approximately 3 p.m. crews will remove the old signal and activate the new signal at the Crossroads intersection. During this time the signal will be deactivated and the intersection will be controlled by flaggers. In an effort to reduce impacts to traffic and ensure the safety of the crews, this work has been scheduled during off-peak weekend hours. Thank you for your patience during this operation.

Safety in the Work Zone: As summer approaches, the project team would like to remind everyone to exercise caution in the work zone. With kids out of school and motorists hitting the roads for fun activities, please be safety conscious when travelling through this and all work zones.

Work on several utilities is ongoing in this segment. Residents will experience brief access interruptions. Some work will be focused in the area of 14400 S. and 1700 W. Crews are preparing areas for curb and gutter throughout this segment. This involves excavation, grading (smoothing) the area and then setting the concrete forms. New curb, gutter and sidewalk is being placed as well.
Stamped concrete park strips continue to be poured this week on both sides of the road south of 14400 S.

Segment 3 - Beginning south of Bluffdale and ending just south of Camp Williams.
Crews are placing fill and road base over the new structure at Camp Williams in preparation for paving late this week or early next week. Traffic is scheduled to be shifted back over the structure late next week. Paving is scheduled in this segment several days next week. Paving operations are weather dependent.

Segment 2 – Beginning south of Camp Williams and ending just south of the intersection at SR-73 in Saratoga Springs.
