SARATOGA SPRINGS APPOINTS NEW CITY MANAGER

The City of Saratoga Springs is proud to announce that Mark Christensen has been appointed as the next City Manager of Saratoga Springs.  Mr. Christensen was the Mayor and City Council’s unanimous top choice after a recruitment that included 55 applicants for the position.  Mr. Christensen was appointed during a special City Council meeting held on September 1, 2010.  Mr. Christensen has over 12 years of municipal government experience.  He is the current City Manager of Washington Terrace, Utah and has previously worked as the Budget, Debt, and Grants Manager for Park City, Utah. 

Mr. Christensen says, “It is a great honor to be joining this team of dedicated professionals and a privilege to be working with such a dynamic Mayor and City Council. It is a great opportunity for our family to move to the community and to become a part of the City of Saratoga Springs”.

Mayor Mia B. Love states, “I believe Mark’s greatest strengths are his energy and enthusiasm.  He is very passionate about his career and sees this position as more than a job.  I think his previous experience in the resort community of Park City will be a great asset to Saratoga Springs”.

Mr. Christensen plans on beginning full-time work with Saratoga Springs after a 90 day notice period that he has given to Washington Terrace.  Mr. Christensen will immediately begin work with Saratoga Springs one day per week.

Road Closure Notice

August 31st, 2010

Timpanogos Special Service District, in conjunction with Saratoga Springs City and Insituform, Inc. will be performing sewer line maintenance on the District’s 54″ sewer trunk line and associated structues in the intersection of Saratoga Road and 145 North (7350 North).

The maintenance work will include inserting a new cured-in-place pipe liner into the existing concrete pipe and the rehabilitation of several manhole structures.  This work is anticipated to begin on Monday, September 20, 2010 and continue thought Friday, October 8, 2010.

The nature of this work will require area road closures to ensure the safety of the public and the contractor.  During the times noted, Saratoga Road will be closed to through traffic from the Jordan River Crossing to 7750 North Street (Utah County).  In addition, 145 North Street will be closed to through traffic from Saratoga Road to 9150 West (Utah County).  Residents and commuters are encouraged to use alternate routes during these times.  Suggested alternates include 400 South, Redwood Road, Pioneer Crossing, 9150 West, and 7750 North streets.  During closures access will be provided to those who live or have property along the closed roads, but access will be limited.

Timpanogos Special Service District, Saratoga Springs and Insituform, Inc. recognize the incoveniences caused by road closures and appreciate your patience as we work to ensure the integrity of the existing sewer system.

Pioneer Crossing Update

August 30th, 2010

Please note: Schedule changes and additions to this week’s update are underlined.

This update will now be sent every two weeks as needed.

Pioneer Crossing is open. Additional work will occur off of the roadway through mid- October while crews complete the last remaining items.

900 West is closed while crews reconstruct the roadway and complete utility work. All motorists will need to use 1020 West to access businesses. The road will remain closed through late October.

Mill Pond Road is closed to through traffic between 700 South and approximately 1000 East. Businesses will be accessible coming south from Lehi Main Street. The closure will be in effect through mid-October.

General Project Information
General work hours are generally between 7 a.m. and 9 p.m. Monday through Saturday.

SR-68 Project Update

August 26th, 2010

Work for the coming week: 

Storm Drain

  • The storm drain is fully installed and all work on this is finished. 

Pedestrian Trail

  • The trail on Redwood Road adjacent to the Saratoga Springs development is closed from the north end of the development to Lakeview Terrace.  The existing trail has been removed and a new trail will be built on the remaining HOA property a little to the east.
    • Crews are working on replacing the trail. 

Paving Operation from Grandview to Pelican Point 

  • A microsurface layer, for skid resistance, will be added the week of August 30th.  The microsurfacing and final striping will be done at night and take 4 days to complete.  UDOT approached the Saratoga Springs City Council to obtain their concurrence in placing the microsurface at night.  This is necessary to eliminate significant traffic delays that would be experienced if the work was done during the day.  Nearby residents will experience some noise during the night, but it will only last for about an hour.
  • The first two nights the crews will be working on the shoulders and the entrances to the developments.
  • The final two nights the crews will be working on the through lanes.
  • The hours of operation will be from 8:00 pm to 6:00 am.
  • Work will begin at Pelican Point and move north. 

Roadway Reconstruction from Grandview to 400 South 

  • From 400 South to a little north of Grandview Blvd. crews will continue working on the east side of the road.
    • Paving is almost finished on the east side of the new road and traffic is scheduled to be switched to the new road on Friday, August 27th.
    • After the paving is complete temporary striping will be added to the road.  The final striping will be added when both sides of the road are finished.
    • Crews will begin constructing the west side of the road after traffic is fully switched.
  • A concrete barrier has been placed in the reconstruction area for driver safety during construction. 
  • Parkway Blvd. will reopen when traffic is switched to the new roadway. 

*Please be cautious when pulling out onto SR-68.  Traffic is moving much faster than it looks. 

Landscaping

  • Work is continuing on restoring the berm and placement of the decorative wall. 

*Crews will be working this Saturday on the west side of the road.

Other items to be aware of:

  • Utility work is being done on the west side of the road relocating a gas line.
  • The Saratoga Springs HOA will be closing their access roads onto Redwood Road at various times during construction.  This is something the HOA has opted to do on their own since they own the roads in the development.   
  • A wall will be placed next to the trail and its height will vary depending on the location.  The wall will begin at the north end of the development and will end approximately 500 feet north of Grandview Blvd.  The wall is part of the mitigation agreed to by the adjacent residents and HOA in lieu of a 6-foot noise wall being placed directly on the Right of Way line.  Additional landscaping will be added by the HOA behind the wall at a later date.
  • The flooding recently experienced is a result of major storms.  Once the roadway is raised and the drainage system is fully in place, no flooding of SR-68 is expected.

Redwood Road-Pelican Point to 400 South

What:  UDOT is currently working on the Redwood Road Construction Project.  The work will be complete by November 1, 2010. 

Activities Include:

  • Installation of Storm Drain Pipe – From Lakeview Terrace to 1200 feet north of Grandview a new drainage system will be installed to help eliminate ponding that occurs in that area. 
  • Road Widening – From 400 South to Grandview, Redwood Road will be widened from 2 lanes to 3 lanes, adding a center turn lane and widening the shoulders. 
  • Road Rehabilitation (Removing and Replacing Asphalt)- From Grandview to mile marker 23 (the materials pit) the road will be rehabilitated.  There will be no widening on this portion of the project.
  • Trail –Portions of the existing trail will be relocated through the widening section along the Saratoga Springs Home Development as part of this construction project.

2100 North Project Update

August 24th, 2010
The following are planned activities for the coming week. Please note that due to weather, project conflicts, or equipment/supply issues, schedules are subject to change.
Measures are now in place along the west side of the 2100 N./2300 W. intersection to ensure the safety of children walking to school. (see details below) 

As a reminder, for the public’s safety the Jordan River Parkway Trail is closed in the project area. There is heavy construction near the trail, including steep drop offs. Please refrain from entering the closed portion of the trail.   

Current Construction Activities

  • Safety measures have been put in place at the 2100 N./ 2300 W. intersection to ensure the safety of children walking to school. 
  • Concentrated construction activity has taken place at the 2100 N./ 2300 W. intersection to prepare the road for the start of school. In coming weeks, crews will be working more heavily on the area east of the intersection.  This shift will result in fewer trucks crossing the school pedestrian route.
  • Posts and mast arms for the traffic signals at 2300 W. will be installed but this signal will not be active until Fall 2011 when the road is opened to east/west traffic.
  • Crews will restripe 2300 W. this week. Watch for minor traffic shifts.
  • Construction work continues on the bridges over the Jordan River. To keep the public safe, portions of the Jordan River Trail within the project area are closed. Please note that this area of the trail is closed for safety purposes. Please do not enter the closed portion of the trail.
  • Work on the irrigation and landscaping near the pedestrian crossing at the 2100 N./2300 W. intersection will begin this week.

Ongoing Project Impacts 

  • Excavation work is currently underway between the two frontage roads on the east side of 2100 N./2300 W. This work requires many loads of construction material to be brought in and out of the work zone. The excavation work will create dust in the general vicinity; the contractor will be sending water trucks through regularly to manage this.
  • In the interest of safety, the small section of Jordan River Trail that falls within the project area has been closed. Access along the trail to the north and south will remain open, but there will be no connecting access through the project during construction.
  • In order to construct the new railroad bridge and subsequently build the roadway beneath the bridge, UTA and UDOT have fully closed 2100 North between 2300 West and Pointe Meadows Drive. This closure will remain in place through Fall of 2011. Motorists should plan to use 1500 North as an alternate route.

Pioneer Crossing Update

August 23rd, 2010

Please note: Schedule changes and additions to this week’s update are underlined.

The Pioneer Crossing Project will open on Aug. 23, 2010, at 8 a.m. That will include the six-mile roadway from Redwood Road in Saratoga Springs to the intersection of Main Street and U.S. 89 in American Fork, as well as the new Diverging Diamond Interchange (DDI) with I-15 at American Fork Main Street.

Aug 21: East and west movements across the DDI interchange will open. Pioneer Crossing will remain closed until 8 a.m. on Monday, Aug. 23

Aug. 20: Traffic movements east and west across the interchange are restricted while crews complete the necessary final tie-ins for the new DDI and make the road traffic ready. East and west movements across the interchange will be limited to southbound I-15 traffic exiting to go eastbound onto American Fork and northbound I-15 traffic exiting to go westbound into Lehi. Stop signs and signals are located at the Pioneer Crossing intersections. Please treat these intersections as a four-way stop and watch for construction trucks crossing the road

I-15 Interchange at American Fork Main Street:
Main Street Area (East of I-15) – all lanes are open.

The right-in turns into Main Street Plaza and the Alpine Shopping Center are open

Aug 23: The Park and Ride lot will be closed while crews complete utility work and reconfigure the Park and Ride lot. The lot will remain closed through mid-October.

900 West is closed while crews reconstruct the roadway and complete utility work. All motorists will need to use 1020 West to access businesses. The road will remain closed through late October.

Mill Pond Road Area in Lehi to American Fork Main St.:
Aug. 23: Mill Pond Road will close to through traffic between 700 South and approximately 1000 East. Businesses will be accessible coming south from Lehi Main Street. The closure will be in effect through mid-October.

Aug. 23: The Mill Pond Road detour will close at 5 a.m. while crews complete final curb and gutter and ready Pioneer Crossing for the 8 a.m. opening on Aug. 23. Motorists will need to follow the 300 West to 200 South detour.

300 East (Lehi) to Redwood Road(Lehi/ Saratoga Springs):
Crews are finishing final items of work along Pioneer Crossing in preparation to open the road on Aug. 23. Additional work will occur off of the roadway through mid- October while crews complete the last remaining items.

General Project Information
General work hours are generally between 7 a.m. and 9 p.m. Monday through Saturday, although night work is required for paving operations. Please use caution and slow down as you travel through the construction area as crews, large trucks and other heavy equipment are working nearby. For the safety of the public, we encourage all area residents – especially children – to keep out of the construction area.

Mountain View Corridor Update

August 20th, 2010

Construction crews have begun utility and roadway work on Mountain View Corridor.  See below for specific construction activities on cross streets.

12600 South: Construction on 12600 South has begun.  Lane restrictions and flagging operations will be in place between Legacy Ranch Boulevard and Herriman City Main Street.  These restrictions will be in place for approximately two weeks* during non-peak hours each day (9:00 a.m. to 4:00 p.m.).

13400 South: Construction on 13400 South has begun.  Lane restrictions and flagging operations will be in place between Bangerter Highway and Monarch Meadows Parkway.  These restrictions will be in place for approximately three weeks*.

Construction on 13400 South and 12600 South will be phased to ensure travel lane restrictions on each street will not happen simultaneously. Please use caution in the area and obey posted speed limits. *Dates subject to change due to weather or equipment related issues.

Safety is our top priority – Safety of the traveling public, our construction crews, and those living, playing, and working near the corridor is of utmost importance.  Please use caution when traveling through work zones and please stay out of the construction zone.  Children in particular are intrigued with large construction equipment and activity so please speak with your children about staying out of the construction zone and away from heavy equipment.

SR-68 Update

August 19th, 2010

Work for the coming week: 

Storm Drain 

  • Crews will continue working on the installation of the storm drain.  Crews are currently just south of Grandview Blvd. 

Pedestrian Trail 

  • The trail on Redwood Road adjacent to the Saratoga Springs development is closed from the north end of the development to Lakeview Terrace.  The existing trail has been removed and a new trail will be built on the remaining HOA property a little to the east.
    • Crews have started work on the trail. 

Paving Operation from Grandview to Pelican Point 

  • The milling and paving on the road between Grandview and Pelican Point is finished, except for a small portion that will have to be paved once the storm drain is fully installed.
  • The installation of a two-foot shoulder between Grandview and Pelican Point is finished.
  • A microsurface layer, for skid resistance, will be added the week of August 30th.
  • The striping on the road is just temporary.  After the microsurface is added the final striping will be painted on the road, which will include turn lanes. 

Roadway Reconstruction from Grandview to 400 South 

  • From 400 South to a little north of Grandview Blvd. crews will continue working on the east side of the road.
    • Crews will begin paving this Monday, August 23rd.  Paving will take approximately 4-5 days.
    • After the paving is complete temporary striping will be added to the road.  The final striping will be added when both sides of the road are finished.
    • Traffic will be switched to the new road the end of next week or beginning of the following week.
  • A concrete barrier has been placed in the reconstruction area for driver safety during construction. 
  • Parkway Blvd. remains closed while crews work on the road.  HOA traffic may use the north entrance and 400 South to access SR-68. 
  • Crews have been working on the installation of the curb and gutter at Parkway Blvd.   

Landscaping 

  • Work is starting on restoring the berm and placement of the decorative wall.

2100 North Update

The following are planned activities for the coming week. Please note that due to weather, project conflicts, or equipment/supply issues, schedules are subject to change.
In preparation for the start of school at the end of August, crews are completing paving activities and sidewalk installation at the 2100 N./2300 W. intersection this week. (see details below) 

Current Construction Activities

  • Work on the landscaping walls for the pedestrian crossing at the 2100 N./2300 W. intersection will continue through the end of next week. Work on the surrounding landscaping and irrigation system will be ongoing.
  • The new sidewalk, curb and gutter at the 2100 N./ 2300 W. intersection is installed.
  • Crews will restripe the road at this intersection next week to help traffic flow safely and efficiently. For the public’s safety, barrels will remain in place on the shoulders of the intersection.
  • By late next week, after the west side of the intersection is complete, traffic will no longer be shifted to the east.
